Can large apps be distributed to an iPhone/iPad with cellular data only?
They can be distributed, but depending on the device settings, an operation on the device may be required.
Under Settings > App Store > Cellular Data > App Downloads:
・When Always Allow is set: Apps are downloaded over cellular data regardless of the app download size
・When Ask If Over 200 MB is set: If the app download size exceeds 200 MB, a Wi-Fi connection is required for automatic download. On cellular data, you need to tap the app icon on the device and tap Download in the pop-up that appears
・When Always Ask is set: Regardless of the app download size, on cellular data you need to tap the app icon on the device and tap Download in the pop-up that appears.
Note: The above behavior was confirmed on an iPhone 11 running iOS 14.7.1. It depends on iOS/iPadOS specifications, so the behavior may differ depending on the device you use.
