You are signed in to the iPhone/iPad with a Managed Apple Account (Managed Apple ID), so apps cannot be installed from the App Store.

A Managed Apple Account (Managed Apple ID) created in Apple Business (formerly Apple Business Manager) has fewer features than a regular Apple Account (Apple ID). For example, users cannot install apps from the App Store on the device.
To resolve this, either sign in with a regular Apple Account or distribute apps only from MDM.
