"Insufficient licenses" is displayed when distributing a VPP app

This message is displayed when the number of licenses that can be assigned to devices is insufficient for the target VPP app. Follow these steps.

  1. In the admin console, check the number of remaining licenses for the app on the "App Licenses" tab.
  2. If the number of remaining licenses is insufficient, purchase additional licenses in Apple Business (formerly Apple Business Manager).
  3. After the VPP sync is complete and the number of remaining licenses has been updated, send a sync command and check whether the VPP app is distributed.
