Is the time for the OS Auto Update feature the time on the iOS device itself?

The time for OS Auto Update is the server-side time (Japan time by default), not the device time.
The server-side time zone is set for each customer environment, and the time follows that time zone.
You can check the time zone in the admin console with the following steps.
SETTING > Time Zone Used by Unit > Time Zone

Note that for the OS Auto Update time setting, the start time is fixed (the time the once-daily automatic sync starts). The time the once-daily automatic sync starts is 1:00 AM by default.
