How do I configure Content Filter, and are there any points to note?

Content Filter configures the website restrictions of iOS Restrictions (parental controls).
The specific settings are those described under Prevent access to websites at the URL below. (The URL is as of June 14, 2018. Apple may change it without notice.)
https://support.apple.com/en-us/HT201304#prevent-access-websites

The key point is that access is restricted by the method selected in "Filter Type", supplemented by the specified URLs.
To strictly allow only the URLs specified in an allowlist, specify Built-in: Specific Web Sites Only as the filter type.

☆ When Built-in: Specific Web Sites Only is selected
Wildcards cannot be used in URLs, so you must specify exactly matching FQDNs.
A specification such as \\\*.office365.com is not possible.

☆ When Built-in: Limit Adult Content is selected
Access to sites that Apple's managed information determines to be adult content is automatically restricted.
(Apple has not published details about the information used to determine adult content.)

If Apple's adult content restriction is incomplete, you can add URLs to allow or restrict (prohibit) as supplementary information.
• Allowed URLs
If there are sites that are unintentionally restricted by Apple's adult content information, you can add the site URLs to Allowed URLs to allow access.
• Denied URLs
If there are sites that Apple's information does not classify as adult content, you can add the site URLs to Denied URLs to restrict access.
