How do I enable Developer mode on an Android device?

On devices set to Device Owner mode, enabling Developer mode is prohibited by default.
To allow enabling Developer mode, configure the profile as follows and then sync the device.

Restriction Policy > Clear the check box for Prohibit changing debugging feature settings
