How is VPP license consumption counted?

The way consumed licenses are counted differs between the per-user and per-device methods.
Per user:

• A license is counted as consumed when it is assigned to a user.
  It is subtracted from the remaining license count before the device enrolls.

Per device:

• A license is counted as consumed when the device completes enrollment (it is not counted before enrollment).
