InstallWiFi: WiFi payload could not be set

There are two known causes of Wi-Fi settings not being applied to Android devices.

1. Wi-Fi settings for the same SSID already exist on the device
A profile cannot overwrite the settings of an SSID that is already connected.
Delete the settings for that SSID from either the Wi-Fi settings on the device or the profile settings to resolve the error.

2. The device does not support the security type specified in the profile
WEP is deprecated on many devices running Android 9 or later and may not be usable.
Change the Wi-Fi router setting to WPA2, and change the profile setting (Security type of the Wi-Fi settings) to match.
