If Do not set passcode is selected in the Setup Assistant of an ADE (formerly DEP) profile, can a passcode no longer be set after kitting?
The Setup Assistant items affect only the behavior during device activation.
If you select Do not set passcode, the passcode setup screen is skipped during activation, but the passcode can still be set or changed after activation.
To prohibit setting a passcode even after activation, you can use a profile restriction.
Profile > Restrictions > Allow passcode modification (Supervised only, iOS 9.0+)
Note: This is effective only for supervised devices (devices in Supervised mode).
