What can I do with VPP?

Companies and educational institutions can purchase licenses for the apps they need in bulk.
The purchased licenses are distributed to devices using MDM, and apps can be installed from the App Store with the distributed licenses. A key advantage is that you do not need to register (sign in with) an Apple ID on the device (license management method: per device).
